In the first place, iOS 13 isn't available yet.  There is a beta out, but no one should be using a beta for any production work, so if you've gotten the beta just downgrade to 12.3.1, the latest official release (which works just fine).

But you said it WAS working "before the update".  What update?

Well, it certainly has nothing to do with iOS, as I'm running the latest with no problems.  You should contact RL support and see what they can help you with.
