It would help draw some interest (not to mention getting a quote) if you provided more specifics.  What kind of character, what is the use, do you need clothing, do you have a face in mind, what period, etc.?  An image or two would also be very useful.

(I'm not at all interested, but trying to help you get others who might be).

Also be prepared with a reference image or two (or more).  Maybe not to share publicly, to be give to people who are interested in the joining your project.

It's not only the "description" such as "muscular warrior" but also the artistic style.  Is it a "toon" character?  Realistic facial features or exaggerate caricature?  A sci-fi character in a plastic suit, or someone wearing a lot of woven cloth and fur?
