Are the clothes within CC3 limited to just 1k maps- I would like at least 4k

You can use 4K maps on clothing if you'd like.

When I output them they are only 1k how do you export 4k

Output how? If you output FBX you can specify the max texture size to be 4K (and it will export as that, assuming that's what you have assigned it).

I am outputing to FBX-- I send it to max so I can render to texture and make one map for the body and keep eyelashes separate- but the clothes only come out as 1k-

Well, you're doing something wrong, but I don't know what to tell you (if you have 4k textures and specify those in output, they *will* output that way. But I haven't used Max for a few decades now so I can't tell you what it might be).

I am talking about the clothes that come with cc3-- if I say select tshirt and I save the diffuse out and open in photoshop it says it is only 1k

I can't speak for those clothes -- they may not be provided in 4K (but you could always put 4K textures on them if you wanted).

yeah but then you would have to redo the texture completely which I could do but I thought the whole point of this software was to quicken production times

Many of the clothing pack textures are 1024 x 1024. That is the default size. You can't just make them any size you want. When you export you can set the Max export size to say 4096 x 4096 but if the texture is only 1024 x 1024 it will still be 1024 x 1024 after export. However, if you say import a Daz Genesis character and clothing and choose 4096 x 4096 for the textures sizes then they will stay that size when exported.
