Do you think CTA3 could incorporate weight maps? Weight maps allow you to paint (or exclude) areas of deformation for each bone, even across separate geometry and sprites (as long as it existed within the 'skin' of the character). Since CTA3 uses geometry (albeit flat geometry), I see no reason why it couldn't be implemented. There's probably no feature more important for rigging.
