Can't rotate feet properly to create Shoes

I'm trying to bring in some shoes from Blender following the tutorial RL did, but it's not working.  I rotate the feet and toes because these are high heels, and fit the shoes properly and export and then import into CC just fine.  The problem is the feet come in in the "standard" position, so of course the shoes are rotated incorrectly.

I'm sure I'm missing something obvious but I don't know what it is -- can someone who has used Blender for this (the tutorial was not using Blender -- most likely Maya or Max) tell me what steps I might have done wrong?  The shoes look great in Blender, and are parented correctly and import just fine except for the foot rotation.  They come in just as if I had never rotated them in Blender.

You need to set a new rest pose. First, back up your project. It is easy to mess whole thing up with some improper step.

Given that feet and toes are properly rotated.

1. Make sure body does not have any shape keys (I usually rig on "clean" base female fbx, which does not have any shape keys). If there are shape keys  you need to delete all of them.
2. Select CC_Body and in Modifier, copy an Armature modifier. There is a "Copy" button there within modifier. The copy would be created just below with the name Armature.001
3. On the Original Armature modifier (just above the created copy) in Object Mode click "Apply"
4. Rename Armature.001 modifier to Armature (basically remove .001)
5. Finally in pose mode go to Pose > Apply > Apply as new Rest Pose
