In CTA1, selecting a body part and entering motion key editing brings up a target box with small box handles on the corners and sides.  (1) placing cursor inside the box you can move the body part, (2) placing cursor near but outside the box you can rotate, (3) placing cursor on one of the handles you can scale in 2D (corner handles) or just 1D (side handles).

In CTA3, for G3 characters anyway, it appears only (1) and (2) are available.  How about implementing (3)?  This is particularly valuable to simulate foreshortening as a limb moves in space.

BTW, mighty props to you guys on the whole gridding & distortion tech for G3 characters.  Way cool.
