The ability to rig up any prop for use with the voice and auto-lipsync feature.

Say for example all i need is a characters head or just the mouth, It should be a simple matter of rigging up the prop so that it has the necessary sprites for lipsync, and then have the voice file applied, have the prop switch itself around based on the phoneme the same way a characters mouth already does on a g1 or g2 character. you then just overlat that prop into whatever you want to make talk and bam!

This would allow people to create moths for the new cta3 custom bone characters. Also more advanced interactions with objects that may not necessarily be actual characters such as a food item, a piece of furniture, a computer panel etc.

In theory, you can do this now.  Create a character that only has a mouth, with the appropriate sprites.  Remove everything else in the character composer. You may want to size the mouth waaaaaay up.  Then just group it with a prop... Lip synch as normal.  Use your prop as an actual head in and of itself in the character composer.  You could also go through the photo fitting process, using anything as the head, and map the eyes and mouth as you want.

yes that's always been a workaround. but its be better if it was a native feature for all props.
