I would like to propose a new type of pinning type pivots that you can place on your artwork during the development phase so that you can pin one piece of artwork to another piece. For example attach a pin to a corner of ashirt so that corner is always bound to the edge of the hip. this way when the actor bends, those two points are locked together and you don't get that jagged out of place look. Instead the bottom of the shirt just deforms to maintain that section attached to the edge of the hip.

it would also allow for more advance style animation, for example stretch and squash, if the neck is attached to the face, pulling to head up would stretch the neck rather than detach it.

Or if I scale a hand, the two bottom points of the forearm would deform and taper towards that hand.

Good idea.
After Effects has deform pinning with its 'puppet' tool, but no IK.
Someone should implement the two together.
