1) What is the normal Frame Rate of ICLONE ?

A 8077 frames of animation renders 3231 frames at 24 frames per sec.

2) If the project is set at 24 frames ( in export ), at the outset, will at render same number of frames when the rendering command is given ?

IMO - Yes.

I live in PAL-land, which is 25 fps Video File Playback TV Standard. US NSTC is 29.97 (30) fps TV Standard.

There have been occasions when I've forgotten to Select 25 fps from iClone's Default 30 fps before Importing Uncompressed RAW AVI into my NLE Program for iClone Post Production Editing & the Video Clip Properties are 30 fps, that has screwed up that Editing. Although it shouldn't in theory, but does in practice.  

Anyone-else?

iClone runs internally at 60 frames per second. So if you have for example a project that is 3000 frames (50 seconds) in iClone and you export at 30 frames per second you will render out 1500 frames. However your final video will still be 50 seconds long.

If so, it might impact the lipsync in the final output. What's the solution ?

We look forward to most Animations in 24fps.

Though I must the the length factor is reassuring.

It wouldn't impact lipsync, because the timing of the animation remains the same.

The frame rate for export is what is specified in the export settings, so if it is 24 fps, the rendered animation will be evenly sliced into 24 parts for a every second. At least I assume it does that. I use 30 fps, which is of course half of 60 fps.

It would be easy to test with an animated rotation or other regular motion. If it doesn't look smooth/regular at 24 fps, something is wrong with the interpolation from one frame to the next.

I know, old OLD topic, but there's one thing really wrong with iClone in this regard -- it won't export audio at anything other than 30fps (so you're screwed if you want 24fps AND audio).

If you need to export video and synced audio at a framerate lower than than 30FPS, then you need to use AVI. It has a further advantage for some users in that it can export uncompressed video. Even at 4K.
