If you look at some of the demo pictures you can see a girl with a ponytail in one of the images which it looks like the hair moves as she starts to move foward. Maybe this was keyframed but I kinda recall Peter saying something about hair dynamics. I could be wrong, Am I Peter? 
Check out the last movie named "LOOK AT" on screen right and you will see the girl with the ponytail drop a vase and look at her hair, (it has dynamics baby! )

Now, as far as cloth, very very few realtime engines can handle realtime sims of clothing and even fewer machines can keep up with it. It takes a lot of computer muscle to keep the frame rate up.

As far as computer muscle for cloth goes, my final render won't be realtime GPU dependant, but CPU dependant, so multiple clothed avitars will achieve final animation just fine. All of the latest cards however can easily handle a single on-screen avitar with dynamic cloth applied for realtime sims. A large amount of geometry on-screen at once will slow any GPU eventually. So I wouldn't attempt to put numerous avitars on-screen with dynamic cloth applied until final render. iClone 3 comes with a feature to change the detail of any individual objects gometry anyway, so this is really not an issue, if it becomes one I'll get a better card, but my Ati 2300 HD card on my 2.2 Ghz 14'' Waicom penabled Gateway tablet pc gets the job done just fine, considering I can use iClone anywhere except maybe say...underwater.

I'm not sure about "the lenght" since the character's hair in iclone is patch base geometry. (I'm not talking about splines but geometry poly planes mapped with opacity maps).
As far as universally dynamic, I'm not sure either unless the previous hair styles had some kind of embeded information for the engine to know where the root of the hair is and where the tips are, my guess is that future hair styles/libraries will have Dynamic "able" capabilities.
Peter feel free to clarify if this is not correct, im just guessing here.

It's great to see everyone buzzing about the amazing new features coming in iClone 3. When I said the iClone team had been working hard I meant really, really hard.  As your eagle eyes have spotted there is dynamic hair in the video. There is also dynamic cloth props too, which have variable flex settings to get the look and movement you want. It's impressive stuff.
