Is there a way to set background music or sound fx to start at a specific point in the timeline? or does it always default to the very beginning of the timeline?

As the program works currently it is not possible for background music to begin at a select point in the timeline. It is possible to fade background music in however, best results will most likely be gained by editing the music outside of crazytalk adding the duration of silence to the beginning of the track untill you want it to play.

Sound effects must also be edited within the background music outside of crazytalk.

You could try Audacity. On the first audio stay silent for the length of time you wish. Start recording on the second when you want to start the music and then export the layers as one audio. Here is what I mean. Hope this may help??
