What we need:

1) An animated character that lip-sync with voiceover, animated character may raise arms, pointing at different things during the presentation.

2) different professional looking outfit for both male and female characters; Can you create them by yourself easily?

3) be able to have alpha channel that the talking character can be mixed with different live backgrounds.

4) beside animated characters, it can be used as still characters with different facial expressions, positions, and gestures.

Will iClone and CrazyTalk do it? Which bundle (at http://www.reallusion.com/purchase_ic.asp) would work better for my purpose?

From the description of your requirements, iClone3 with Crazytalk 6 will be perfect for your needs. Both products offer lip-sync but iClone allows full body animated avatars while Crazytalk can turn any 2D photograph into a talking head with detailed facial animation.

If you want to design your own clothes for your iClone avatars then you can also purchase CloneCloth which is clothing system that enables almost limitless variations. All you need is an image editor and a basic knowledge of texture creation to get started.

Next month will see the release of iClone4 and this allows you to use video backgrounds behind your avatars for the first time. This should be ideal for your needs in this department.
