Moving the outline control points to cover the top part of the hair while keeping the lower face part of the outline closer to the cheeks and jaw seems to work best for me. Do you put the outer wireframe around just the face or around the entire head (hair included)? If i put it just around the face, it seems the hair doesn't move.
