You could check out CloneCloth for Chuck. You can buy individual items. The one element I don't see an immediate solution for is the hood that covers the face.
Here is Chuck without hood:
The CloneCloth items come with a Diffuse texture that shows you which part of the texture goes where on the mesh. You would replace it was a texture for the material for the robe, the pants, and the shoes. Any part you don't want you mask out with black areas on an Opacity map, which has the same mapping as the Diffuse map. On the Opacity map, white is material and black is no material.
