Hello, I have to create characters similar to current people. I've scanned them with a 3d scanner and now I'd like to know is there any way to use this 3d models in CC to create a full functional characters on their base?

I suspect the mesh topography is a mess for a start. You are much better off using the Crazytalk 8 pipeline. There may be ways to shrinkwrap in Blender and you can transfer vertex colours there per pixel or in software like Ultimate Unwrap 3D or Blacksmith3d once the meshes occupy the same space but it would be a lot of fluffing around for an inferior result.

If you scanned them in in a tPose you could try rigging them and making your own morphs in Blender or DAZ studio etc
